Topic: Is Killing Justified?

Is Killing Justified?  If so, when? War and capital punishment are some State sanctioned examples. When are they justified?  Self-defense and defending others are often used as examples of justified circumstances for taking life. When is this acceptable? Another consideration is allowing people to die from neglect,, poverty, or denying health care. Does this equate to killing?
